Community Enhancement: Property Maintenance Assessments

Based on resident feedback in your neighborhood, property maintenance issues rank as a top concern. In response, The City of Allen’s Community Enhancement Department will be conducting exterior assessments to identify common property maintenance issues, work with homeowners to achieve voluntary compliance, and provide information for financial assistance as applicable.

Property Maintenance Assessments (Spring 2026)

Why are we doing this? 

Residents in your neighborhood noted that property maintenance issues were a concern in previous surveys and neighborhood meetings. City staff is taking a different approach to reach compliance than our traditional inspection/violation process to give homeowners additional education, time and resources (if qualified) to aid in addressing property maintenance issues.

What’s the timeline?

* January 2026: Pamphlets go out to residents to provide information on common property maintenance issues and available resources. This allows residents time to address items on their own before a detailed inspection takes place a month later.

* February 2026: City staff will be in the neighborhood conducting exterior inspections of homes. This includes anything that can be seen from a public space (sidewalk, street, alley, etc.) 

* Late February-March 2026: Based on the inspections, homeowners with property maintenance code violations will receive a letter in the mail outlining what needs to be corrected. This is not a formal violation letter; we are dedicated to working towards voluntary compliance to the greatest extent possible*. However, it should be noted that if voluntary compliance is not achieved within a reasonable amount of time, we will move forward with a formal process.

Note: There are some violations that are health/safety issues and require immediate action to address. 

* Late March / Early April 2026: City staff will reinspect addresses that received a letter. If the issues have been resolved, then we thank you and no other action will be taken. If the issues have not been resolved and you have not contacted the City to discuss a plan of action, then a formal violation process will begin at this time. 

What do I do if I receive a letter outlining violations?

1. If you don’t have any questions about the violations listed in your letter, then please address them by the date noted. No further action is needed. You will be cleared during the reinspection process.

2. If you don’t understand the issues or need to request additional time or assistance, call the number provided.

3. Above all else, communication is key. The City will work with you as much as possible to prevent the violation process from escalating if you communicate and follow through on agreed upon timelines. 

What if I cannot physically or financially address a property maintenance issue? 

Generally speaking if (1) you own your home — you DON'T rent, and (2) your current gross household income is below program limits (see screenshot from the application below), then you may qualify for financial assistance through one of the City’s home repair programs.

DO NOT COMPLETE AND SUBMIT THE APPLICATION BEFORE CONTACTING US TO SCHEDULE AN INTAKE MEETING.
